Serdar Sürer

Having studied Economics in the Faculty of Economics and Administrative Sciences of Anadolu University, Serdar Sürer joined Turkish Halk Bank for Treasury Management in 2002 after holding administrative positions at brokerage houses operating in the capital markets. Following various roles in the bank, he took up the role as the General Manager of Halk Yatırım Menkul Değerler A.Ş. from October 2017 to June 2019. Most recently, he served as the Executive Vice President in charge of Treasury Management and International Banking at Türkiye Halk Bank and Chairperson of the Board of Directors of Halk Yatırım Menkul Değerler A.Ş. from July 2019 to August 2021. Mr. Sürer also acted as a board member of the Turkish Capital Markets Association (TSPB), the Capital Market Licensing Registry and Training Agency (SPL), and the Central Registry Agency (MKK) in various terms of office. He has served as the Secretary General of TSPB since October 1, 2021.

Ö. Faruk Şenel

Appointed as the Deputy Secretary General of the Association, Ö. Faruk Şenel studied Economics at METU Faculty of Economic and Administrative Sciences before graduating in 1991. He passed the exam held by the Turkish Ziraat Bank the same year, and stepped into the finance industry, working for its Banking School. He served as an Expert, Inspector, Branch Manager, Division Manager and Assistant General Manager for various banks. Mr. Şenel, who most recently served as Assistant General Manager of Support Services, Construction and Expertise, Corporate Communications, Deposit Marketing (by proxy), Cash Management (by proxy), Chairperson of the Board of Directors at Halkbank Skopje (Macedonia) and the Board Member at Halkbank Belgrade (Serbia), has been acting as the Deputy Secretary General assigned by the Association for Information Technologies, Member Relations and Training since November 1, 2021.

Gökhan Büyükşengür, Ph.D.

He studied Public Administration in Istanbul University before graduating in 1989. He received a master’s degree in Public Administration in 1991 and a PhD in International Finance in 1998. Having kicked off his career at Töbank back in 1989, he went on to work for Kentbank, Bank Kapital, Sümerbank and Turkish Yatırım A.Ş, respectively. In addition, he served as a lecturer on capital markets legislation, futures and risk management, financial markets and international finance management at Bahçeşehir University, Istanbul University, Istanbul Commerce University, Marmara University, Maltepe University and Yıldız Technical University from 2001 to 2018. He worked for the Departments of Licensing and Record-Keeping and Training and Promotion of the Turkish Capital Markets Association from 2002 to 2012 and has acted as the Training Director since January 2013.

Elif Gönençer

Having studied Political Sciences inAnkara University, Elif Gönençer received her master's degree in European Union and International Relations in Istanbul, Nice and Berlin with a dual degree from Bahçeşehir University and Centre International de Formation Européenne (CIFE) / Institut Européen des Hautes Etudes Internationales (IEHEI). Gönençer studied International Relations in English as part of the undergraduate program in Anadolu university before graduating in 2021.

Having kicked off her professional career at the Capital Market Board in 1997, Elif Gönençer worked for the Department of Intermediary Operations from 1997 to 2005, the Department of Research from 2005 to 2006, the Department of Auditing from 2006 to 2009, and the Department of Accounting Standards from 2009 to 2021. Gönençer also served as the Chairwoman of the Examination Board and the Licensing and Registry Division of the Capital Markets Board of Türkiye. Since 2021, she has been acting as the Deputy Secretary General of the Turkish Capital Markets Association.

Çağatay Özkan

He completed the undergraduate program of Communication Design in the Faculty of Art and Design of Istanbul Kültür University in 2010, and directed many short films and attended many national festivals throughout his studies. He served as a reporter, editor, and assistant director from 2011 to 2016. From 2016 to 2023, he served as a content manager for events and played an active role in the content and operation management of many national and international events. Since August 2023, he has been acting as a Senior Specialist in the Department of Corporate Communications of the Turkish Capital Markets Association.

Tuğba Oğan

Having graduated from the Faculty of Education Sciences of Yıldız Technical University, she received a master’s degree in Human Resources Management and Planning in Istanbul University. She went on to complete MLS College Public Relations, Advertising, and Communications program in the UK in 2000 and the Certificate Program of Public Relations with Betül Mardin in Bilgi University. She completed her second master’s degree in Brand Communications and Management in 2021. She has worked for a variety of organizations since 2000, with roles in Training, Human Resources, and Corporate Communications.

She worked for the Turkish Capital Markets Association’s Directorate of Training from 2004 to 2012, and she has been serving as the Corporate Communications Director for the association since 2013.

Furkan Çakır

He graduated from the Faculty of Economics of Istanbul University with a degree in Business Administration in 2024. He chaired the Leaders Club, which operated within the body of the university. He added to the social responsibility projects and accreditation actions of the university as part of his studies. He served as an intern in 2021, and took up roles in various organizations, including Marketing and Sales Department of the General Directorate of Türkiye Şeker Fabrikaları A.Ş., Career Studies Office at Istanbul University’s Career Development Application and Research Centre, Human Resources, Administrative Affairs and Intelligence departments of Emir Varlık Yönetim A.Ş., Corporate Communications Department of the Turkish Capital Markets Association, and Corporate Communications Department of Türkiye Halk Bankası A.Ş. Since February 2024, he has been acting as an Assistant Specialist in the Department of Corporate Communications of the Turkish Capital Markets Association.

Süleyman Morbel

Born in 1971, Süleyman Morbel graduated from Darüşşafaka High School in 1990 and went on to study Law in Ankara University. He began his professional career as a self-employed lawyer in 1995 and then went into the banking industry, taking up a position as an inspector for a private bank in 1997. Specialized in capital markets through various roles in the Turkish Capital Markets Association since 2001, Süleyman Morbel currently serves as the Deputy Secretary General of the Turkish Capital Markets Association.
